Leaders and Laggards: A State-by-State Report Card on K-12 Educational Effectiveness

In 2007, the U.S. Chamber of Commerce released the first Leaders and Laggards report to provide actionable data to state policymakers. The report launched an effort to dig into national statistics and rankings of state policy environments to find out who were the leaders, and the laggards, in educational performance.
The 2014 report updates and enhances the 2007 and 2009 reports, shining a light on areas of improvement as well as areas that continue to fall short. Using 11 different metrics to measure educational effectiveness, the Leaders and Laggards report creates a multifaceted picture of both the state policy environment and performance across the country.
